AlamoCity Council

There are three seats up for election on the Alamo City Council, and four individuals are vying for them – Incumbent Councilman Geoffrey Villegas, Incumbent Councilwoman Patricia Woodard, Angelia Wright Johnson, and Ty’Quez Smith. The three individuals receiving the most votes will fill the seats.

Patricia Woodard

1. I have been a resident of Alamo since 2014. I am a native of Statesboro, Georgia and attended Valdosta State University. After 30 years of service, I retired from the DeKalb County School System. I am a founding member/ manager of American Dream Builders, LLC and my commitment to helping change lives has led to my lifetime passion of volunteering at youth athletic associations, local school boards, at-risk youth programs, religious organizations and I have been a member of the Big Sister’s Mentoring Program since 1994.

2. My affiliation with Alamo City Government dates back to 2017. Spurred by my belief that anyone can make a difference, I ran for and was elected to fill the remaining term of a council member. As a city council member I crafted and initiated the Alamo Strategic Alliance Program (ASAP). This collaborative effort involves all stakeholders in the Alamo community in developing an on-going plan in the construction of a new Alamo City Hall Government facility. I have also worked with community coalitions (including government and civic organizations) specifically committed to the beautification and maintenance of the “hometown” appeal of downtown Alamo. This effort helped to crystallize my focus of creating the healthy balance of a small, quaint, and friendly feel when offering and delivering services to the community with the necessity of virtual and automated platforms to achieve greater efficiency in operations.

Finally, I have worked tirelessly to ensure our city government operates and fosters complete transparency. This effort has been reinforced by ensuring that the citizens of Alamo know they have a friend in government by maintaining an “open door,” fully accessible policy.

3. I am convinced that as a city government, we are on the right track as it relates to fiscal accountability. I would continue that momentum by requiring all departments to publish regular, detailed financial reports while maintaining our open-data platform which allows citizens to track how funds are allocated and spent. Additionally, I will explore ways to strengthen internal controls which could include empowering an independent audit committee to ensure compliance with existing fiscal policies, and implementing a pre-approval process for expenditures to prevent fraud or waste.

Finally, I will embrace the good governance model of regular budget hearings and community meetings designed to engage city officials and citizens in the budgeting process. Also, I will continue to champion existing ethics and conflict-of-interest policies governing financial decision-makers and look to strengthen these policies as needed.

4. My goals are simple. Alamo is my home! I pledge to leave the city in better shape when my term expires than it was initially.

Angelia J. Wright

1. I received my associate’s degree at Abraham Baldwin Agricultural College. I received my bachelor’s degree and my continued from page

I am married to Henry T. Wright, Jr. and I have one daughter, LaKaitlin A. Wright.

I taught special needs students for 41 years and coached basketball and track and field for 27 years.

I am a member of the Spaulding Grove Missionary Baptist Church in Alamo, Georgia.

2. I am seeking to become a city council member because I want to improve the condition of this county especially, as it relates to the youth of Wheeler County. I have seen so many very educated and talented students graduate from our system and do not have access to much beyond what is here. I love living here in Wheeler County. I just feel like students should be given the opportunity to advance in as many ways as possible. We need to come together and put our differences aside and do what is best to advance our students and our residences to more of what this world has to offer them.

I have interacted with the citizens of Wheeler County for over 33 years. I believe during that period I have become familiar with their needs and desires. If I am not aware of what they desire, I feel that they would not have an issue with coming to me and communicating that need.

3. I would like to see more interaction between the city council and the people of the community. I would also work hard to bring an organization into our area that would provide afterschool tutoring and activities for our students. This organization can also aid parents who may have needs that are not being addressed at the present time. I would also like to extend present the coverage area of the city limits.

4. I believe that the first part of this question has been answered in question two. I do plan to attend any classes that are available that would increase my knowledge of what a city councilperson is required to do. I would work hard to interact with other councilpersons to improve the state of our city.

LyonsCityCouncil– Ward 1 Seat

Three candidates – incumbent City Councilman Tracy Johnson, former City Councilman Larry Michael Griggers, and James Shell – are facing off for the Ward 1 seat of the Lyons City Council.

Tracy Johnson

1. I have been the Ward 1 Councilman for a combined total of 12 years, under two different Mayors. I have also served as the Georgia Municipal Association District President and on the Executive Board, and have completed many hours of continuing education.

Although I was born in Morristown, New Jersey, my family soon moved to Lyons, where I have lived for 62 years. I am involved with civic, fraternal, and religious activities in the community, and have volunteered locally for over 30 years. I have been married to my wife, Kecia, since 2004, and we have a beautiful, blended family.

2. As we’ve discussed earlier, I’m running for Lyons city council in ward 1 because I believe our community deserves better representation that isn’t bound by party affiliations. I’m committed to addressing key issues such as improving our public infrastructure, fostering stronger community engagement, and supporting the growth of local businesses.

To recap, my platform is centered around three core pillars: enhancing public infrastructure, supporting local economic growth, and fostering a more engaged and inclusive community. I’m passionate about making Lyons a cleaner and more beautiful city, and I believe that my leadership and vision can drive meaningful change.

By running for office, I aim to bring people together, listen to their concerns, and work towards creating a brighter future for our community.

Larry M. Griggers

1. I was born and raised in Lyons. After graduating from Lyons High School and the Georgia Institute of Technology, my career focused on property-tax administration and computer consulting. I worked in both the public and private sectors as a tax administrator, appraiser, and tax consultant. My wife, Debbie, and I are retired and live in Lyons, where I am an active member of Lyons Community Church and the Lyons Lions Club. I remain deeply committed to public service and to preserving the small-town values that make Lyons such a special place to live.

2. I love Lyons. It is the city where I grew up and learned the values of community and service. A few years after I retired in 2015, I was honored to be elected to represent Ward 1 on the City Council, serving from 2018 to 2021.

During my tenure, I helped save taxpayers nearly $10 million by leading the effort to modernize and interconnect our two existing sewage treatment plants, rather than building a costly new $17 million facility. I also convinced my fellow council members to reactivate the long-dormant Lyons Development Authority to promote growth and investment.

After one term, I stepped aside to focus on community service through the Lyons Lions Club, where I recently completed a term as Governor of District 18-N, representing 46 clubs across southeast Georgia. That experience strengthened my leadership and organizational skills and deepened my commitment to serving people. With that work now completed, I’m ready to return my time and energy to City Hall, continuing the progress we’ve made toward a stronger, safer, and more vibrant Lyons.

3. Lyons is a welcoming town with genuine small-town charm. After 25 years in the Atlanta area working for the Georgia Department of Revenue, I came home because Lyons is a place where you still know your neighbors and feel connected.

I grew up in the Lyons of the 1950s and ’60s, when downtown storefronts were full and optimism filled the air. My father, a Studebaker dealer and city councilman, taught me about the impact of local government on people’s lives. I want to help restore that same spirit, so our children will see a future here rather than feeling they must leave to find opportunity.

If elected, I will work with my fellow city officials to promote job growth, attract small businesses, and improve our city’s appearance and accessibility. I support projects that encourage outdoor gatherings, physical activity, and community pride. Lyons already shines with events like the Soapbox Derby and the Real Squeal Festival; traditions that bring us together. With thoughtful planning and citizen involvement, we can build on these successes, make our community even more beautiful, and ensure Lyons remains a place people are proud to call home.

4. If re-elected, my priorities will be: • Revitalize Down town: Strengthen the Lyons Development Authority’s role in restoring empty buildings and recruiting new businesses to spur economic growth.

• Address Derelict Properties: Enforce ordinances requiring property owners to repair unsafe or neglected structures that can give the appearance of a town with its best days behind it and discourage investment.

• Repair and Maintain Sidewalks: Rebuild broken and overgrown sidewalks to make walking and exercise safe and enjoyable for all ages.

• Improve Streets: Ac celerate street resurfacing and pothole repair to maintain basic city infrastructure.

• Support Public Safe ty: Continue full backing for our police department, whose professionalism keeps Lyons’ crime rate far below comparable cities.

Each of these goals strengthens community pride and quality of life. I will work collaboratively with the mayor, council, and city staff to identify funding sources, prioritize projects, and ensure transparency and accountability.

Ultimately, my purpose is simple: to serve the citizens of Ward 1 and all of Lyons, helping to make our hometown an even better place to live, work, and raise a family.

LyonsCityCouncil– Ward 2 Seat

Two candidates are vying for the Lyons City Council – Ward 2 seat, which is currently occupied by Councilwoman Cathy Benton. Benton is facing former City Councilwoman Sonja Eason for the position.

Cathy Benton

1. I was born and raised in Toombs County and am a proud graduate of Toombs County High School. I am married to Russell Benton, and we have four kids and seven grandsons. With 28 years in banking, I currently work at Peoples Bank and stay active in our community through various boards. My faith is an important part of my life. I am a lifelong member of St. Luke AME Church in Lyons, where I serve as Financial Secretary and a church officer.

2. I am seeking reelection because I love the City of Lyons and remain deeply committed to serving its citizens. My dedication to our community began long before joining the City Council, and over the past four years, I’ve worked hard to bring meaningful progress and positive change. My goal is to ensure Lyons remains a place we’re proud to call home; a community that continues to grow and thrive for generations to come.

During my first term, I’ve gained valuable experience and a strong understanding of how our local government operates, allowing me to serve more effectively. I’ve focused on visible, lasting improvements that make a real difference in people’s lives, but there’s still more work to do.

I humbly ask for your support to re-elect me, Cathy Benton, as your City Council representative for Ward 2, so together we can continue moving forward with proven leadership, dedication, and real progress for Lyons.

3. We will continue moving forward with improvements, progress, and meaningful change that secure a bright future for our city. Strengthening partnerships with our local government allies remains a top priority. The power of these relationships was clearly demonstrated during Hurricane Helene, when our cities and county united to serve our citizens in a time of great need, truly showing what it means to be Toombs Strong!

I am passionate about continuing the positive momentum we’ve built together. Lyons has several exciting projects underway that will bring visible improvements and lasting benefits to our community. Among them is the renovation of Faison Park, which will soon become a vibrant gathering place for children, families, and visitors.

During my term, we also partnered with an investor to develop 26 new single-family homes, expanding housing options for residents. We’ve grown our industrial park to help the Development Authority attract new businesses, created additional parking downtown with more planned, and secured a grant to renovate our public library.

Each of these initiatives strengthens our community, supports economic growth, and enhances the quality of life for everyone in Lyons. Together, we will keep building on this progress with purpose and pride.

4. We’ve made great progress in our city, and even more positive change is on the horizon. Something that the city will continue to improve are our streets/ infrastructure. These improvements are an ongoing process, and I remain committed to working with the council to ensure our roads are safe and well-maintained. Recently, the council approved a contract to repair potholes across the city, and I will continue advocating for additional upgrades each year to keep our streets safer and more accessible.

I’m also focused on addressing long-neglected blighted properties by working with the council and our code enforcement officer to clean up, improve, or remove abandoned structures. Every neighborhood deserves to look its best, and every resident deserves access to safe, quality housing they can be proud to call home.

Listening to our citizens remains my top priority. I plan to host town hall meetings at least once or twice a year to provide an open forum for discussion, feedback, and community ideas. I’m not a politician, I’m your neighbor. You’ll see me in the stores, at local events, and I’m always just a call or message away.

Let’s continue moving forward together with proven leadership, meaningful action, and a clear vision for Lyons’ future. When you vote for Cathy Benton, you’re voting for continued progress that truly matters for our community.

With over 20 years of experience in Human Resources, I bring extensive expertise in public administration, leadership, and policy development. 2. I care deeply about the future of Toombs County and my decision to run stems from a lifelong commitment to service and a passion for making a positive difference. I believe that local leadership should reflect the values, voices, and vision of the people it serves. I will work to ensure that every voice is heard and that decisions are made with transparency and accountability. Having made history as the first African American woman to serve on the City Council in Lyons, I am deeply honored to represent every resident — with integrity, fairness, and compassion. For me, it’s not about status, being seen, or a title, it’s about serving and helping to make our community stronger, safer, and more prosperous for all residents.

My career in Human Resources spans over two decades, equipping me with the skills to listen, problem-solve, and lead with transparency and empathy. My Master’s degree in Human Resource Management, and background in public administration and organizational leadership has prepared me to make fair, informed decisions that benefit our citizens. My goal is simple —serve with purpose, ensure accountability, and promote opportunities that help Toombs County thrive while preserving the values that make our community strong.

3. When re-elected, my goal is to continue building a community where opportunity, inclusion, and safety are priorities for everyone. I want to strengthen partnerships between the City Council, local organizations, and residents to promote economic growth, improve infrastructure, and support youth and senior programs that enrich our quality of life. I will advocate for more accessible resources for small businesses, ensuring that our local entrepreneurs have the tools and support they need in order to succeed. I believe Toombs County can continue to grow without losing the small-town values that make it special by helping to maintain safe neighborhoods, enhance recreational spaces ie, (Faison Park), and improve roadways and public facilities.

I believe open communication builds trust; therefore, another priority will be community engagement— ensuring that every citizen feels heard and represented. I will hold community meetings and listening sessions where residents can share ideas and concerns directly with me. I will also advocate for transparency in decisionmaking, so people understand how and why choices are made. My focus will remain on unity — ensuring that every decision reflects the needs and hopes of the people I serve with forward- thinking leadership to make Toombs County stronger today and sustainable for the future.

4. My goals as a City Council member will be centered on progress, people, and purpose. a. Economic Development: Encourage responsible growth by supporting small businesses and attracting new employers. I will collaborate with the Chamber of Commerce and local leaders to identify opportunities that bring jobs and long-term investment to our area. As a graduate of the Toombs Economic Development Leadership class, I am deeply passionate about strengthening our local economy and ensuring sustainable growth that benefits all residents. b. Community Engagement: I will strengthen communication between residents and city leadership by hosting open forums, listening sessions, and providing regular monthly updates. Building trust through transparency and open dialogue ensures that every resident has a voice in shaping our community’s future. c. Infrastructure Improvements: Prioritize road maintenance, neighborhood beautification, and drainage upgrades to enhance safety and quality of life. d. Public Safety and Well-being: Ensure our police, fire, and public works teams have the resources and training they need to keep our community safe and thriving. e. Inclusion: Continue paving the way for diversity and representation in local leadership, creating an environment where every resident feels seen, heard, respected, valued and empowered to contribute to Toombs County’s growth and success.

I plan to achieve these goals by working collaboratively, listening intentionally, and making decisions guided by integrity and the best interests of the people. My commitment will be to serve with excellence — by building a stronger, more unified community for all.

Redevelopment Power Election Toombs County Citizens will have the opportunity to allow the county and city governments to have redevelopment powers, which could potentially bring new development into the community.

This question will appear on the ballot as follows: “Shall the Act to be approved which authorizes (Toombs County/Vidalia/ Lyons) to exercise all redevelopment powers allowed under the ‘Redevelopment Power Law’ as it may be amended from time to time.” This question may also appear twice on the ballot for citizens living in the city limits of Lyons or Vidalia, as it is asked once on behalf of Toombs County and once on behalf of the cities.

Some of the redevelopment powers that this law could provide is the designation of tax allocation districts. These districts allow new developments to temporarily avoid paying property taxes while building and first opening, then pay the taxes back once up and running.

The Greater Vidalia Chamber recently commented on this potential legislation, clarifying, “A yes vote is a vote for growth, not new taxes!”

State Election

Voters can also cast their ballots for the Georgia Public Service Commission District 2 and District 3 seats.

Incumbent PSC Commissioner Tim Echols (R) is facing Alicia Johnson (D) for the District 2 seat, which covers the eastern portion of the state, including the cities of Athens and Savannah.

Incumbent PSC Commissioner Fitz Johnson (R) and Peter Hubbard (D) are both vying for the District 3 seat, which covers most of the Atlanta metropolitan area.

Though these districts are limited to certain regions of Georgia, all Georgians have the opportunity to select their choice of candidates to serve on the Commission.

Polling Locations

Early voting began on Tuesday, October 14, and will continue until 5 p.m. on Friday, October 31. Voters may also request absentee ballots until Friday, October 24.
