REQUEST FOR PROPOSALS (RFP) Housing Authority of the City of Vidalia Supply and Installation of 40-Gallon Electric Water Heaters RFP No.: 0925-1 Issue Date: 09-01-2025 Proposal Due Date: 09-19-2025 1. Introduction The Housing Authority of the City of Vidalia (“VHA”) is seeking sealed proposals from qualified contractors to supply and install 110 40-gallon electric water heaters in residential units located within Vidalia, GA. The selected contractor will be responsible for removal and disposal of existing water heaters, delivery, installation, and commissioning of new units in accordance with all applicable building codes, safety standards, and manufacturer specifications. 2. Scope of Work The contractor shall provide all labor, materials, and equipment necessary to complete the project, including but not limited to: 1. Pre-Installation - Conduct site inspections to confirm measurements, electrical supply, and installation requirements. - Coordinate with PHA staff for unit access scheduling. 2. Removal & Disposal - Disconnect, drain, and remove existing water heaters. - Properly dispose of all removed equipment per local/state regulations. 3. Supply & Delivery - Provide new 40-gallon electric water heaters meeting or exceeding the following minimum specifications: • Capacity: 40 gallons • Power Supply: 240V 4500 Watt electric • E.ciency Rating: ENERGY STAR certi4ed or equivalent • Warranty: Minimum 8-year tank warranty, 1-year parts and labor 4. Installation - Install in existing locations unless otherwise directed. - Connect to existing plumbing and electrical systems. - Install new temperature and pressure relief (T& P) valves per NSPIRE standards. - Ensure all installations meet applicable codes and safety standards. 5. Testing & Commissioning - Fill, power on, and test each unit for proper function. - Verify temperature settings and inspect for leaks. (Should be set at 120-140 Degrees F) 6. Documentation & Warranty - Provide manufacturer warranty documentation for each unit. - Provide PHA with an installation record including unit model, serial number, and installation date. 3. Contractor Qualifications Bidders must: - Hold a valid Georgia contractor’s license for plumbing/electrical work. - Have a minimum of 5 years of ex- perience installing residential water heaters. - Maintain general liability and worker's compensation insurance. - Provide at least 3 references from similar projects. 4. Project Timeline - Notice to Proceed: 10/15/2025 - Completion Deadline: 03/31/2026 5. Proposal Submission Requirements Proposals must include: 1. Company name, address, and contact information. 2. Proof of licensing and insurance. 3. Detailed pricing: - Unit cost of each water heater. - Labor cost per installation. - Disposal or additional fees (if any). 4. Proposed schedule/timeline. 5. List of key personnel assigned to the project. 6. References from comparable projects. 6.
