Grand Jury Indicts Five on Jail Riot Charges

The Toombs County Grand Jury returned 25 true bills of indictment, including four bills for charges of rioting in a penal institution, during the Jury’s March 9 meeting. Jeremy Likki Bell, Timothy Austin Humphrey, Milton Corouthers Jr., Gary Alexander Matthews, and Jasmine Sierra Gonzalez are each facing a single riot in a penal institution charge for their actions while in custody at the Toombs County Detention Center. According to the indictment, Bell and Humphrey have received the charges as a result of a fight in which both men participated in Cell Block 4 on February 6, 2025. Corouthers and Alexander’s charges stem from when the men physically fought within the jail on January 4, 2026. Gonzalez fought a fellow inmate on August 25, 2025, causing her to also be indicted on a riot in a penal institution charge.

These individuals will now begin the process of entering a formal plea to the court to determine their next steps in the judicial system.

Removal of Weapon Charge Freddie Lewis III was indicted on two counts of obstruction of an officer, one count of removal of weapon from a public official, and financial card transaction theft for his actions last Halloween.

On October 31, 2025, while police officers were interacting with Lewis, who had stolen a debit card, he kicked Vidalia Police Lieutenant Kelsey Coursey in the face and shoved Vidalia Police Officer Michael Hardrab into a wall before removing his taser.

Lewis will now enter a plea to the court to determine whether he goes to trial or a sentencing hearing.

counts); burglary in the first degree • Robert Allen Kent Jr. – burglary in the first degree; aggravated stalking • William Allen Brew er Jr. – rape • Jared Anthony Col lins – sexual exploitation of children (five counts) • Dennis James Han cock – failure to register as a sex offender • Stephen Rasean Co routhers – failure to register as a sex offender • Brandon Lycal Till man – aggravated stalking; battery (family violence); cruelty to children in the first degree (two counts) • Chane Micah Van denburg – sexual exploitation of children (seven counts) • omas Joseph Che valier, IV – aggravated assault • Sean Levee Smith – aggravated stalking • Andre Ramon Sivilla – enticing a child for indecent purposes; statutory rape; child molestation (two counts) • Sammy Lee Burley – failure to register as a sex offender • Christopher Daniel Bowen – failure to register as a sex offender • La'Quize Lamarcus Starnes – statutory rape; child molestation • Roberto Sandoval – rape; false imprisonment; possession of methamphetamine • Tyrone Gerald Sin gleton – aggravated assault; possession of a firearm during the commission of a felony; possession of a firearm by a convicted felon • Timothy Austin Humphrey – armed robbery; possession of a firearm during commission of a felony; possession of marijuana (felony) • Jimmie Delano Ramsey III – criminal use of altered identification mark; possession of a firearm by a convicted felon These individuals will now begin the process of entering a formal plea to the court to determine their next steps in the judicial system.

The Toombs County Grand Jury will reconvene on April 20 to review more cases and determine indictments.
