City of Vidalia Request For Bid 135 +/- acres of Timber Property The City of Vidalia has 135+/- acres of a portion of multiple properties located adjacent to the Vidalia Regional Sports Complex on Ezra Taylor Road and is seeking bids for completion of multiple tasks listed below. Bids should be made on a lump sum basis and will be opened, reviewed and considered by the City and the accepted bidder will be notified within 5 business days after the bid date. All bids should be in writing and submitted on letterhead by email (noverstreet@vidaliaga.gov) or in person prior to the bid deadline below. Owner reserves the right to reject any and all bids at the owner’s discretion. An aerial map and Golf Course Clearing Plan may be obtained from City Manager Nick Overstreet (noverstreet@vidaliaga.gov). Please note: All work must be completed by December 31, 2022. A submitted bid shall take into account the following: 1. Contractor shall be responsible for the staking of all clearing lines as shown on the Golf Course Clearing Plan as designated by the Golf Course Architect (Mike Young Designs). 2. 100% Clearing - Contractor shall cut, clear, grub and remove all trees, brush, shrubs, logs, down timber, saplings, other growth, and debris from the areas shown on the Golf Course Clearing Plan. 3. Selective Clearing - Contractor shall cut, clear, grub and remove the smallest and least desirable trees (up to six (6) inches in diameter), brush, shrubs, logs, down timber, saplings, other growth, and debris from the areas shown on the Golf Course Clearing Plan. Contractor shall space the trees that are to be saved or to remain undisturbed at a distance of approximately twenty (20) feet. 4. Under brushing - Contractor shall cut, clear and remove brush, shrubs, logs, down timber, other growth, and debris from the areas shown on the Golf Course Clearing Plan. 5. Contractor shall cut, clear, grub and remove all dead trees within the golf course boundaries, except as designated to be saved by the Golf Course Architect. 6. Contractor shall remove all stumps and roots to a depth of approximately two (2) feet below original grade. 7. Contractor shall regrade areas disturbed by the clearing operation to a condition which blends with the surrounding grades and promotes positive drainage. 8. Contractor shall not store equipment or materials within the drip line of trees designated to be saved or remain undisturbed by the Golf Course Architect. 9. Contractor shall not perform grading (cut/fill), or compact the soil within the drip line of trees designated to be saved or remain undisturbed by the Golf Course Architect. 10. Contractor shall be responsible for cutting, clearing, grubbing and removing all trees, brush, shrubs, logs, down timber, saplings, other growth, and debris until the completion of the clearing of the golf course. 11. Disposal - All material removed from the clearing operation shall be legally disposed of by the Contractor. 12. Burning - The burning of material shall be under constant supervision by the Contractor, and accomplished at such times and in a manner to prevent injury to trees designated to be saved or remain undisturbed by the Golf Course Architect or spreading to adjacent areas. 13. Burial - The disposal of non-burnable clearing material shall occur in burial pits at locations designated by the Golf Course Architect, Project Engineer, and Owner, and shall comply with any and all applicable regulations. Burial pits shall not exceed twenty (20) feet in width, length, or depth. Soil must be mixed 50/50 with the non-burnable clearing material as the burial pits are backfilled by the Contractor. Contractor shall provide three (3) feet of soil cover which is free of any and all non-burnable clearing material. Contractor shall be responsible for the transportation of all non-burnable clearing material to the approved burial pit locations. 14. Erosion and Sedimentation – The plan and contractor and permit shall be the responsibility of the contractor. Bid shall be presented in two formats: 1. Total cost of job with bidder keeping any profit of the harvested timber Bid Deadline: Wednesday, November 23rd, 2022 Time: 11:00 am Place: City of Vidalia 114 Jackson Street Vidalia, GA 30474 (physical address) Additional notes for the bid: The Contractor whose bid is accepted will be required to observe and maintain best practices for egress and ingress avoiding designated wetland areas and maintaining the current condition of the seller’s property. The Contractor whose bid is accepted shall assume all responsibility during operations for work performed by his persons or assignees under this agreement, i.e. damage or injury to personnel, equipment, or man-made wildfires arising from the actions of personnel or equipment. The Contractor whose bid is accepted and his/her agents shall have the right to ingress and egress across property for the purpose of harvesting and removing timber during the time limit of this agreement. The Seller reserves the right of inspecting harvest operations at any time to determine whether or not the provisions of this agreement are being carried out.
